DIRECTOR, INTERNATIONAL POLICY & PROGRAMS

Reporting to the Chief Program Officer, the Director of International Policy and Programs develops strategies, plans, and budgets for support of international policy and programs and leads their execution. The position is an expert on international development, human rights, and humanitarian issues. This role manages government relations and collaborates closely with other departments within the organization in the context of the policy and program direction. Moreover, growing the organization’s international portfolio of government grants and funding partnerships is also the responsibility of the role. The position also coordinates and advocates the efforts on issues affecting children to the government and public and takes care of donor communications as well as ensures to stick to the key principles of the organization for all the initiatives.

Key Responsibilities:

  • 30% of the role is related to government advocacy and relations. It includes providing strategic assistance and materials for supporting interaction with government officials. Moreover, it includes engaging with the government and political stakeholders and seeking opportunities for policy advancement. The position will also monitor the parliamentary activities related to children's rights, identify and implement opportunities related to UNICEF's mandate, and promote the profile of UNICEF as the farthest-reaching humanitarian organization
  • 25% of the role is program management and partnership. The position will be responsible for leading and establishing partnerships with like-minded organizations and engaging the headquarters and country offices of UNICEF. The position guides the program and emergency teams as well as monitors the program priority areas and geographic areas of interest to private donors
  • 20% of the position is responsible for the strategic development. It includes strategizing for a pipeline of government funding and contributing to the organizational strategic plan, collaborating with the Domestic Policy & Programs team in the context of advocacy efforts, and managing the International Policy and Program portfolio’s plans and budget
  • 15% of the role is people management & development which includes monitoring and guiding staff in the International Policy and Programs portfolio to accomplish the common objectives and setting objectives, planning, and doing performance reviews for individuals and departments
  • 10% of the role is related to organizational reputation & visibility including making sure that UNICEF’s work is well represented to donors through various strategies and mechanisms as well as representing and promoting UNICEF Canada’s work to various communities and stakeholders
Qualifications and Requirements:

  • Advanced university degree or equivalent experience in Human Rights, International Development, Political Science, Public Administration, or a related field
  • At least 10 years of relevant work experience, including agile team management experience
  • Demonstrated knowledge of international programming and policy in child protection, health, education, and humanitarian issues as well as international development and policy advocacy experience
  • Excellent communication and interpersonal skills to manage internal and external stakeholders, and proficiency English and proficiency in French
  • Strong knowledge of the Canadian political system and institutions and networks with, government and institutional funders
  • Experience in preparing and submitting grant proposals and other partnership opportunities to Global Affairs Canada and knowledge of child rights and UNICEF’s work is highly desirable
